The Issue
The Scottish Government commissioned a review into the Scottish handling of the 2007 Foot and Mouth (FMD) outbreak. Part of this review was to undertake an independent analysis of the Government's FMD Contingency Plan.

Approach
Analytic Red assessed the plan in terms of its usability during an outbreak; capacity to deal with a range of scales and patterns of disease outbreak; providing an immediate response to all aspects of a disease situation and having identified key policy and operational responses likely to be introduced in a major outbreak. In addition, it drew on the Lessons Learned Report from the 2001 outbreak as well as the European Directive relating to the member states’ response to an outbreak.

Benefit
The client received a report which identified the state of readiness of the Contingency Plan and areas for improvement. Analytic Red outlined a road map to address shortcomings. The Report formed part of the final review - available here.
