The Issue
Evaluate the effectiveness of a major COMAH site's Emergency Response Plan from performance in a ‘live’ exercise.

Approach
Analytic Red observed behaviour both at a Control Centre and the Local Emergency Responders (Local Authority and Emergency Services) and scored actions against the Site Emergency Plan and relevant guidance and statutory requirements. In particular, both organisations were assessed on their ability to observe, orient, decide and act during the immediate incident. The client was presented with a report which highlighted considerable shortcomings in on-site procedures and the actions of first responders. Recommendations were provided for how swift actions could be taken to remedy the current weaknesses.

Benefit
Analytic Red's report was accepted in full. Changes were instituted in the days following delivery and briefing of the report. Major improvements have now been made to the client's readiness to respond and has built confidence between emergency services and the site.
